CSAPs Mandate

The mandate, based on General Safety Instruction GSI-SO-10.

Reporting lines:

The LHC, SPS and PS – CSAP are the three CERN safety advisory panels to the CERN Complex Manager, who is appointed by the Director General to advise him/her and act on his/her behalf in matters of safe operation of CERN Complexes. They advise the Complex Manager in matters of safe operation of a given Complex.

The chairperson of each panel will report on a regular basis on the work of the panel to the Complex Manager.

The chairperson of each panel will also report to the executive committee related to the Complex concerned (LMC for the LHC – CSAP and IEFC for the SPS and PS – CSAP) in order to make recommendations on matters of safe operations, in particular when financial and/or human resources and required.

Composition of the panels:

The chairperson of each panel, in consultation with the Complex Manager, decides the membership of the panel. It is understood that the Safety officers (DSO’s and GLIMOS’s) of the Departments concerned and the HSE unit shall be represented in each panel.

When required the chairpersons can form a working group to work out details and provide recommendations related to pre-defined topics.

Tasks & Roles:

Information forum:

  • Each panel act as an information forum for dissemination of experience on matters of safe operation of the facilities covered by the panel concerned.
  • Each panel shall examine incidents and deviations that took place in the Complex and, where possible, propose improved safety measures.

Improve interfaces between machines and facilities and departments in matter of safe operation:

  • Coordinate activities in a coherent manner with particular attention to the interaction and interfaces between the facilities making up the Complex.
  • This should cover all phases of operation and maintenance in the machines and facilities, including projects, extensions, and upgrades.

Improvement of Safety procedures, instructions and implementation of measures:

  • Each panel shall evaluate if the necessary tools, procedures and trainings are available for the safe operation of and maintenance on the machines and facilities, and make sure that these are consistent across all Complexes.

Safety Documentation:

  • Coordinate the creation and maintenance of the Safety folders for existing facilities.
  • Take over the maintenance coordination of the completed Safety folder of a project at the closure of the project. The panel shall play an important role in the approval and transition process.

The chairpersons of the three panels shall ensure a coherent approach between the panels to avoid duplication of work and waste of resources with the aim to have a coherent approach towards safe operation at CERN across all departments and for all machines and facilities. Therefore topics that are general and that are common to the three panels will be distributed among the panels or be treated in joint panel meetings.
